Mission

The mission of the Division is to provide for the effective and efficient management of Kansas state government. The Division of the Budget has central responsibility for the state budget process and management of state government. Within broad guidelines set by law, the Division issues instructions, regulations and directives that determine how state agencies propose and justify requests for expenditure authority. Findings and conclusions arising from that analysis are submitted to the Governor and become the basis for the Governor's recommendations to the Legislature.

Because of its involvement with fiscal issues, the Division of the Budget provides extensive staff support to the Governor on budget and related policy issues. It also serves as a source of explanation to the Legislature and to legislative staff and committees while the Governor's proposals are being considered for adoption. The Division performs a series of duties related to budget execution and financial administration. The full responsibilities of the Division are detailed in KSA 75-3714a et seq.

The Budget Process

The Division of the Budget publishes a description of the budget process each fiscal year in Volume 1 of  The Governor's Budget Report.  This section describes the annual budget and appropriations process for the State of Kansas.  Many students and teachers, as well as the general public, find this document useful in learning how the budget process works in Kansas.  This section of Volume 1 can be downloaded here .
