Consensus Revenue Estimates
The tool used by both the Governor and the Legislature to determine State General Fund revenue is the "consensus revenue estimate" prepared by the Consensus Revenue Estimating Group. This group is composed of representatives of the Division of the Budget, Department of Revenue, Legislative Research Department, and one consulting economist each from the University of Kansas, Kansas State University, and Wichita State University. This group meets each spring and fall. Before December 4th, the group makes its initial estimate for the budget year and revises the estimate for the current year. By April 20th, the fall estimate is reviewed, along with any additional data. A revised estimate is published, which the Legislature may use in adjusting expenditures, if necessary. Consensus Revenue Estimate Adjustments (871KB)
Pursuant to KSA 75-6701, the Legislative Research Department and Division of the
Budget have adjusted the most recent estimates of State General Fund (SGF)
receipts for FY 2008 and FY 2009. These adjustments reflect the fiscal impact of
legislation involving receipts to the SGF enacted during the 2008 Legislative
Session subsequent to the Consensus Revenue Estimate made on April 16, 2008.

report adjusts actual State General Fund tax receipts for changes in statutes,
regulations, and administrative procedures. This allows for valid comparisons
of State General Fund tax receipts to be made in regard to the rate of change,
elasticity, composition, and effective tax rate.
